Question about Conclusions

Im going through the WCT Practice scenarios on here but none of the answer keys seem to have conclusions, they have the body telling what happens and really nothing else, their conclusion seems to just be telling the injuries that happened. The body just seems to be telling what happen and who was at fault, kind of a body and conclusion rolled into one.

I write the real thing june 9th and im just wondering what a proper conclusion would entail?

I can only tell you what I put and I passed.

I basically stated in one sentence happened and another couple sentences describing the follow-up to the incident, as stated in the report.
