That would be Supplementary Reserve List.
As for the pension, I don't see why it should be a problem, unless you really want to transfer it to the RCMPs. If you keep them separate, there's no issue. The issue might be that you're building both at the same time. Then again, I'm no expert, so don't take this as God's truth.
I believe the issue with the RCMP not allowing people to serve in the Primary Reserve before was due to the similiraties between the military and RCMP organizations. By that I mean the RCMP structure is much closer to the military's than other police forces (Officers and NCOs). ie. you're either one or the other. Once you become an officer, you can't go back. The issue, I believe, was if someone was an Officer in a Reserve Unit and a Cpl in the RCMP, or vice versa. Both weren't seen as compatible.
