Mapping Question

Hi guys i Thought someone can help me here on this question I don't get it..This question is on test #6 mapping (you are to drive on this one and driving takes 1 min

Roads C-O; E-H; and L-I are one-way only. Cars can only travel in the direction from C to O; H to E; and L to I. Sarah is asked to pick up her sister at G, on her way to I. For every right turn made 1 additional minute is added. If she starts from P what is the shortest amount of time she can reach her final destination?

my Ans. is 7 but i am wrong the correct one is 9min (and the only way i get nine is to go p-l-h-D-c-g-k-j-i + 1min (but why go up to \"D\" why not just turn at \"H\" and go to \"G\"
