Jeff did not place any warning signs around. Jaya attended the hospital for treatment and was released the next day which was Tuesday. Witnesses say they saw the victim walk underneath the ladder. Police received a radio call at 3:00 pm from a washer named Jeff on a cell phone, stating a bucket had just struck a pedestrian. Vehicles were stuck in rush hour traffic at the time. Jeff was working on the windows of 794 Yonge Street. Jaya Singh was returning home from school when she was walking by the window washer.

As the victim passed under the ladder the worker lost control of a bucket, which felland struck the victim in the head. He immediately called for 911 on his cell phone. The worker was named Jeff Shannon, and he was not using any safety equipment. The area of the sidewalk was very busy at this time, and there were no signs posted to indicate work in progress overhead.
